What’s this Mysterious Radio Message About Donald Trump?

A man driving the New Jersey Turnpike near Newark Airport on I-7 was scanning the AM dial when he chanced upon a weird transmission coming from 1630 kHz.

“Trump will go 26th.” What does that mean? And given that the transmission was coming from beyond the standard AM band (which ends at 1610 kHz; the so-called “extended AM band–part of the spectrum once occupied by police frequencies–runs from 1610 to 1710 kHz), it’s obviously coming from a non-standard source. But what?
