Is This the Worst On-Hold Music Ever?

I hate being put on hold: airlines, the cable company, tech support, credit card companies, conference calls. Just yesterday I had to endure 19 minutes of a loop of badly-executed Steely Dan instrumentals. But this sample provided by UPROXX is far worse than anything I’ve ever heard. What IS this?
